Bills recently signed into law by Gov. Mitch Daniels:

• Senate Bill 10 — The bill makes it a class C felony for inmates to misrepresent themselves in order to obtain money or other property from noninmates. It also permits the Department of Correction to freeze an inmate’s accounts while investigating whether the inmate has committed inmate fraud.

• Senate Bill 28 — The bill establishes reduced ignition propensity standards for cigarettes in order to make them more fire safe.

• Senate Bill 81 — The bill authorizes owners of vehicles or watercrafts to transfer ownership upon the death by designating a beneficiary on the certificate of title for the vehicle or watercraft.

• Senate Bill 134 — The bill allows a party to seek to consolidate multiple proceedings that are subject to the jurisdiction of both the Office of Environmental Adjudication and the Natural Resources Commission’s Division of Hearings.

• Senate Bill 176 — The bill establishes a courthouse preservation advisory commission and courthouse preservation fund.

• Senate Bill 189 — The bill addresses various issues concerning agriculture and animals. Among other items, it removes the restriction that only counties that contain more than $20 million in property-tax value may make an allowance to an interstate fair corporation.

• Senate Bill 197 — The bill excludes utilities, certain health care services and rent from the law’s definition of “goods and services” for purposes of contracting with minority and women’s business enterprises, among other changes.

• Senate Bill 257 — The bill requires the Legislative Council to assign to a committee the topic of modernizing the filing system filing of mechanic's liens with an online registry.

• Senate Bill 334 — The bill requires the Department of Homeland Security to establish technical standards, usage and coverage rules for severe weather sirens.

• Senate Bill 352 — The bill makes various changes to the laws concerning financial institutions and Uniform Consumer Credit Code licenses.

• Senate Bill 360 — The bill provides that only one E85 fueling station grant may be made per location, among other items.

• House Bill 1042 — The bill requires dealers of sexually explicit materials to register and file a statement with the secretary of state. It also imposes a $250 filing fee and requires the secretary’s office to notify county officials of the sexual business.

• House Bill 1065 — The bill provides that members of the public employees’ retirement fund (PERF) who going through divorce can change their beneficiary.

• House Bill 1318 — The bill eliminates the $10 registration fee on motorcycles that is designated for deposit in the spinal cord and brain injury fund.

• House Bill 1341 – The bill changes the name of the Indiana Port Commission to the Ports of Indiana or POI, among other changes.
