Sellersburg’s Redevelopment Commission president charged with DUI

Duggins pulled over on U.S. 31

David Duggins, president of Sellersburg’s Redevelopment Commission, was arrested for operating a vehicle under the influence of alcohol around 12:30 a.m. July 30.

Duggins blew a .09 percent blood-alcohol content — .01 percent more than Indiana’s legal limit — when he was pulled over by state police on U.S. 31.

Indiana State Police Public Information Officer Sgt. Jerry Goodin would not comment on the incident. He could only confirm that Duggins was taken into custody.

Duggins — who is president of the commission as a volunteer appointment — also has held similar positions for the city of Charlestown and Jeffersonville.

Duggins’ basic charge is operating a vehicle at .08 percent BAC or above.

Steve Stewart, Clark County prosecutor, said Duggins faces two other OWI-related charges, which is standard procedure. All are misdemeanors.

The initial traffic stop was made when Duggins reportedly crossed two lanes of traffic and failed to signal a lane change, Stewart said, citing a police report.

ISP Trooper Brock McCooe performed a field sobriety test on Duggins, of which he failed several portions. Duggins reportedly admitted to consuming two beers and a glass of wine that evening, according to the report.

In addition to the other charges, Duggins was ticketed for having an improper license display and performing an improper lane change.

The initial hearing for this case has been scheduled for Aug. 14.

The Evening News was unable to reach Duggins for comment.
